DESCRIPTION
OF FELLOWSHIPS AND RESEARCH AWARDS
Foreign
Language and Area Studies Fellowships: Academic Year (FLAS)
Awards: CILAS has been awarded three fellowships for
the academic year. The award pays tuition and fees plus an $14,000
stipend. Fellowship recipients will be required to study Brazilian
Portuguese or advanced Spanish as part of their curriculum during
the tenure of the award.
Eligibility: All graduate students who are accepted for
enrollment or are enrolled in a program that combines modern
foreign language training with
- Area
or international studies in Latin America,
- Research
and training in the international aspects of professional
and other fields of study in Latin America,
- Good
academic standing, and
- Citizens
or permanent residents of the United States.
Students
who will complete their course of study in June of the current
academic year are not eligible. Recipients must use the fellowship
to pursue Latin American studies, either as part of their course
work at UCSD or as field research required for their degree.
Applications will be considered in the humanities and social
science disciplines, as well as other professional fields which
focus on Latin America and the Iberian Peninsula.
Procedures: See Application Requirements for basic application
procedures. In the proposal, an applicant for an academic year
FLAS should include: a statement about the student's proposed
language course work for following academic year, a brief statement
on their current research interests; and an indication whether
the applicant will incur in-state or out-of-state tuition and
fees.
Reporting Requirements: Awardees must complete a confidential
self-evaluation form at the end of their study and return to
CILAS for transmittal to the Department of Education. Awardees
must notify CILAS promptly of any changes in their proposed
course of study. Recipients of this fellowship are limited to
two .25 Teaching Assistant appointments during the academic
year in which they receive the award.
Summer Intensive Language Fellowships
Awards: UCSD CILAS, as part of the San Diego Consortium
with SDSU, received funding for two (and possibly three) SILF
fellowships which pay a stipend of $2,400 for living expenses
and up to $3,600 for cost of tuition/fees and travel. This fellowship
is for students who wish to register for formal domestic language
programs of intensive language study at the beginning, intermediate,
or advanced level. The fellow may study at any approved institution
in the United States or abroad which offers the equivalent of
an academic year of language instruction in Brazilian Portuguese
or Amerindian languages during the summer. Note that it is the
candidate's responsibility to register for the program and to
ensure that it complies with the Title VI Intensive Summer Institute
Guidelines. Title VI Intensive Summer Institute Guidelines state
that for purposes of this Fellowship, "intensive summer
language programs are those that offer a minimum of 120 contact
hours of advanced-level language instruction and 140 contact
hours of beginning- or intermediate-level instruction. In order
to be considered intensive, summer language programs should
generally last a minimum of 6 weeks; longer programs are preferable
because they are more likely to provide the student with the
equivalent of a full year of language study." Previous
fellowships have been granted for Brazilian Portuguese, advanced
Spanish, Maya, Nahuatl, Quetchua and Haitian Creole. The program
should be affiliated with a U.S. university and must be pre-approved
by CILAS and the U.S. Department of Education. Comprehensive
lists of summer programs in lesser-taught Latin American languages
offered in university language programs throughout the United
States can be found on the CLASP website. Additional lists of schools for Latin American

Eligibility: the same as FLAS.
Procedures: See Application Requirements for basic application
procedures. In addition, please include a copy of the language
program brochure, including applicable fees and an estimate
of travel costs. To qualify as an intensive language program,
120 hours of supervised language instruction is required. To
study outside of the U.S. you must be at an advanced level of
the chosen language; for beginning and intermediate levels,
study abroad is only permitted if a language program is NOT
offered in the United States
Reporting Requirements: Awardees must complete a confidential

CILAS Field Dissertation Grants
Awards: CILAS expects to make approximately five to seven
awards for dissertation field research. These awards would be
for field research between June 2001 and May 2002. Past recipients
of CILAS field research grants are not eligible for this competition.
Awards range from $500 to $2,000. The awards may be used for
travel and research in Latin America and the Iberian Peninsula.
Eligibility: All UCSD graduate students.
Procedures: See Application Requirements for basic application
procedures.
In addition, the program proposal should include: an estimate
of the work to be accomplished and probable future benefits
of this research for the applicant and for scholarship; a plan
for affiliation with a host institution and reciprocity in the
field; and a proposed budget of costs.
Reporting Requirements: Within a month after the end
of the fieldwork, all grantees will submit a two-page report
to CILAS and to the host-country affiliate. Graduate students
will also file a copy with their advisor. These reports should
outline the activities during the field experience, the results
of the research, and the likely future development of that line
of inquiry. In addition, all beneficiaries are expected to acknowledge
the assistance from CILAS in any thesis, publication, or other
product resulting from CILAS-supported research.
Tinker Field Research Grants
Awards:CILAS expects to make approximately 15 awards
from a budget of $20,000. Awards range from $800 to $2,000.
The awards are restricted to direct travel expenses only, such
as airfare and local travel. Incidental expenses and per diem
are not allowed. These awards would be for brief periods of
pre-dissertation field research for travel outside the United
States (i.e. to Spain, Portugal, Brazil or Spanish-speaking
countries in Latin America, between June and December of the
calendar year of the competition. The intent of the award is
to provide graduate students with their first experience in
developing independent research projects and conducting hands-on
field research in Latin America and the Iberian Peninsula. The
focus of the field research is to reflect the Tinker Foundation's
broad areas of interest, i.e., economic policy and governance,
environmental policy and those targeted social science disciplines
having strong public policy implications.
Eligibility: All pre-dissertational UCSD graduate students.

procedures.

by all receipts and other documentation of travel expenditures
in order for CILAS to reconcile the travel award with the UCSD
Travel Accounting. In addition, all beneficiaries are expected
to acknowledge the assistance from the Tinker Foundation in
any thesis, publication, or other product resulting from Tinker-supported
research.
REQUIREMENTS OF ALL GRANT RECIPIENTS
If the project involves any contact with humans, through the
acquisition of private data or interviews, the applicant must
fill out a Human Subjects Committee Application Form prior to
receiving an award. To obtain approval or resolve any doubts
on this issue, contact the Human Subjects Office, Medical School,
0052, University Center Bldg. 202, 858-534-4520. If you do not
comply, you may not be able to utilize the research findings
in your thesis.
EVALUATION OF APPLICANTS
An interdisciplinary committee composed of faculty will evaluate
the fellowship proposals. Faculty committee members are representative
of the sciences, social sciences, humanities, and other professional
schools which focus on Latin America and the Iberian Peninsula.
FLAS and SILF FELLOWSHIPS: Priority is given to less
commonly taught languages of Latin America. Students should
show potential for high academic achievement based on such indices
as GPA and technical competence.
CILAS DISSERTATION AWARDS: Applications will be on the
basis of scholarly achievement and technical competence of the
applicant, originality and importance of the project, and a
plan for affiliation or cooperation with an appropriate institution
in the proposed host country. Such plans should be initiated
but need not be completed prior to the submission of the application.
There are no specific thematic priorities. Candidates may present
proposals on any subject in any field.
TINKER RESEARCH AWARDS: Applications will be on the basis
of scholarly achievement and technical competence of the applicant,
originality and importance of the project, and a plan for affiliation
or cooperation with an appropriate institution in the proposed
host country. Such plans should be initiated but need not be
completed prior to the submission of the application. Proposals
must be pre-dissertational: others will be screened out.
APPLICATION REQUIREMENTS
All graduate student applications for grants and fellowships
from CILAS must include 1) the cover sheet of the application,
2) one-page outline of a budget, and a timetable or itinerary,
3) three-to-five page project or program proposal 4) a curriculum
vitae, 5) list of awards and fellowships received, and awards
and fellowships applied for in the last six months, 6) transcripts,
and 7) two letters of recommendation from UCSD faculty.
DEADLINE
All these materials must be received in the Office of Latin
American Studies by 4:00pm on the due date. Fellowship recipients
will be notified in early May.
