HEILONGJIANG PROVINCE

BAIQUAN COUNTY ARCHIVES 拜 泉 縣 檔 案 館

Est. 1958. Holdings: 31,730 juan, including 13,277 juan of current documentary, financial, personnel and photo archives; also 7,765 ce of printed materials. DAGZQS reports 18,453 juan of historical archives, while the gazetteer reports (in 1983) 17,548 juan of historical archives from before 1945 (including late Qing, republican and Manchukuo records); and 115 juan of revolutionary history archives (1945-49). Countywide, there were also 6,988 juan of technical archives, 9,900 juan of archives from communes, 1,350 juan of archives on farming, forestry and pasturing, and 29,810 juan of archives from brigades kept in various archives offices. BEI’AN COUNTY ARCHIVES 北 安 縣 檔 案 館

Est. 1958. Total holdings unclear. In 1982, 14 communes and 145 brigades had established archives offices; plus 68 technical archives offices countywide in 1980.

BOLI COUNTY ARCHIVES 勃 利 縣 檔 案 館

Est. 1958, ceased work during CR, resumed operations in 1970. 1985: 20,175 juan, including 12,794 juan of permanent archives; printed materials: 3,851 ce. From 1962, 2,244 juan of worthless archives were eliminated.

DAQING CITY ARCHIVES 大 慶 市 檔 案 館

Est. 1981. Holdings: 25,000 juan of documentary, technical and city construction archives reflecting the special character of this old-producing area. In an effort to save valuable historical materials, Daqing daily and Daqing zhanbao (1960-85) have been microfilmed. Open.

DEDU COUNTY ARCHIVES 德 都 縣 檔 案 館

Before establishment in 1963, over 3,000 juan of archives were kept in Bei’an county archives; disbanded in 1966-70. In 1969, because of the tense relationship between USSR and China over border issues, over 2,000 juan of archives and printed materials were destroyed. In 1975, 1,287 juan of republican archives were transferred from the Provincial Archives, of which, 603 juan were returned to Bei’an county archives in 1983. Current holdings unclear (though some 3000 juan of records from 1966-73 in 1973); 2,336 ce of printed materials. Catalogues. Open.

HEIHE PREFECTURAL ARCHIVES 黑 河 地 區 檔 案 館

Est. 1964. Most Qing archives of the local commander were taken by the Russians in 1900; and the Japanese destroyed most Manchukuo archives in August 1945. 1992: there were 141,926 juan of archives in 8 prefectural and county archives, including 27,817 juan of historical archives; 466,872 juan of special archives, including accounts (398,186 juan), statistics (27,990 juan), lawsuits (37,387 juan),education (1998 juan), statistics(?) (667 juan), news (644 juan); 11,779 photos and 722 tapes and videos. By the end of 1976, 27,000 juan of old regime archives were received and roughly 6,000 juan catalogued in Heihe Prefecture. In 1986-87, about 500 juan from Kuma’erlu xieling gongshu (庫 瑪 爾 路 協 領 公 署 ) were returned to the prefecture archives. In efforts to preserve historical archives, 19,717 juan had been saved in the whole prefecture by 1988.

HUANAN COUNTY ARCHIVES 樺 南 縣 檔 案 館

HULAN COUNTY ARCHIVES 呼 蘭 縣 檔 案 館

Est. 1958, during CR, 3,914 juan were destroyed when the "rebel" faction turned "black materials" over to a local paper factory. 1987: 13,889 juan in 23 quanzong (1911-85); 1990: 25,073 juan in 23 quanzong, including 2,423 (or 2,432?) juan of old regime archives (1911-32). Contemporary documentary archives come from the CCP county committee, government, assembly, political consultative conference, and their subordinate departments, women’s federation, workers’ union. Also included are technical archives, census archives, personnel archives and those from banks and post-offices. Open.

HULIN COUNTY ARCHIVES 虎 林 獻 檔 案 館

Est. 1959. Holdings (DAGZQS): 4,287 juan of Qing archives, 2,844 juan of republican archives, 33,688 juan of current documentary archives. The gazetteer indicates that 7,250 juan of historical archives date from 1905-1933; and also notes 230 juan of (revolutionary history?) archives from 1945-48. Contemporary archives include surveys of natural resources, climate and forests; census records; histories of state farms, and party history materials. Photo archives include 7 volumes of photos of CR factional struggle and border conflicts. Open.

HUZHONG DISTRICT ARCHIVES OFFICE 呼 中 區 檔 案 科

Est. 1984. 1990: there were 71,612 juan of archives in Huzhong district, dating from the establishment of the Huzhong Forestry Company in 1965. Records include 7,990 juan of documentary, 30,783 juan of accounts, 615 juan of construction, 653 juan of production and management, 722 juan of technical, 333 juan of discipline inspection, 645 juan of public security and 27,249 juan of other archives. The documentary archives include 1 quanzong from 1965-69, 2 quanzong from 1970-83, and 18 quanzong from after 1984. Catalogues. Open.

JIAMUSI CITY ARCHIVES 佳 目 市 檔 案 館

Est. 1959, stopped work during CR, restored in 1979. 1989: over 46,000 juan in 133 quanzong, including 265 juan of revolutionary history archives, 12,426 juan of archives from abolished departments, 7,121 juan of special archives and 72 cassettes tapes and videos; 15,000 ce of printed materials. JIDONG COUNTY ARCHIVES 雞 東 縣 檔 案 館

Est. 1965. 1985: 16,445 juan in 23 quanzong, from the CCP county committee, government, assembly, workers’ union, communist youth league, women’s federation, poor peasants’ association, Socialist Education Movement, and 15 xiang and zhen, including documentary, technical, census, soil survey archives, plus tapes and videos; 3,773 ce of printed materials. The archives have edited materials on major events, economic development and natural disasters. Catalogues. Open.

JIXI CITY ARCHIVES 雞 西 市 檔 案 館

Est. 1959, ceased functions during CR, after several reorganizations, became Jixi city archives bureau in 1973. 1985: 18,261 juan, including 87 juan of special archives; 300 tapes and videos; 6,000 ce of printed materials. The Japanese destroyed all records of Jining (雞 寧 ) county in 1945. In 1956, 1,672 items of revolutionary history archives from after 1945 were collected; and in 1973, Cultural Revolution materials were organized. Catalogues. Open.

JIXIAN COUNTY ARCHIVES 集 賢 縣 檔 案 館

KEDONG COUNTY ARCHIVES 克 東 縣 檔 案 館

Est. 1958. 1980: 12,599 juan in 45 quanzong, from the CCP county committee, government and their subordinate offices. An additional 6,000 juan were kept in 102 brigades archives offices in 1983. Catalogues.

LINDIAN COUNTY ARCHIVES 林 甸 縣 檔 案 館

Est. 1958. Holdings: 14,364 juan. Included are historical archives of 2,123 juan in 4 quanzong (1912-33); revolutionary history archives of 276 juan in 13 quanzong (1946-49); archives from disbanded offices of 1,154 juan in 20 quanzong (1948-78); current archives: 11,964 juan in 16 quanzong (1950-81); personnel archives: 3,000 juan; and 370 juan from successive political movements; also printed materials: over 9,500 ce.

MISHAN COUNTY ARCHIVES 密 山 縣 檔 案 館

Est. 1958, disbanded during CR, resumed operations in 1972. 1985: 23,629 juan, including 10,529 juan of permanent archives and 2,566 juan of long-term archives. In 1983, 2,332 juan of republican archives were catalogued, but 1985 holdings of pre-1949 archives (perhaps 1945-49 period?) were listed as 88 juan, PRC archives as 10,909 juan. All early archives were destroyed during a Soviet attack and occupation of 1929; and Manchukuo archives were destroyed by the Japanese in 1945. Open.

MOHE COUNTY ARCHIVES 漠 河 縣 檔 案 館

Est. 1986. 1988: 2,057 juan of republican archives; 4,332 juan of PRC documentary and meeting archives; 197 juan of scientific archives; 2,291 ce of printed materials. The archives are on organization, personnel, propaganda, national security, foreign affairs, militia, public affairs and environmental protection.

MUDANJIANG CITY ARCHIVES 牡 丹 江 市 檔 案 館

Est. 1962. During CR, over 21,000 juan of documentary and lawsuits archives from 1947-69 were destroyed by the Municipal Court and Prosecutor. In 1985, there were 2,724 books, 4,671 periodicals and over 10 newspapers, including Hejiang daily, Songjiang daily, New Heilongjiang, Dongbei daily, Chenzhong, Chenbao, Jiuguo shibao, Rexue daily, Hankou minguobao and other local historical materials in the Municipal Archives. Total holdings of archives unclear. In 1985, 158,000 juan in 117 quanzong of archives and 29,000 ce of printed materials were kept in the city and 8 county comprehensive archives. Open.

MULAN COUNTY ARCHIVES 木 蘭 縣 檔 案 館

Est. 1958, ceased work during CR, resumed operations in 1972. 1985: 4,849 juan in 20 quanzong, including 3,490 juan (1990: 3,380 juan) in 1 quanzong of republican archives (1920-1931) related to laws and regulations, rural pacification, opium-suppression, and anti-bribery; 383 juan in 8 quanzong of revolutionary history archives (1945-49) on land reform, conscription, agriculture, industry, trade, education and public health. 1990: 18,960 juan of PRC archives from the CCP county committee, government, people’s congress and their subordinate departments; also 3,631 juan of photo archives and 4,780 juan /ce of printed materials. SHANGZHI CITY ARCHIVES 尚 志 市 檔 案 館

SONGHUAJIANG PREFECTURAL ARCHIVES 松 花 江 地 區 檔 案 館

Est. as archives offices of the CCP Songhuajiang prefectural committee, disbanded during CR, resumed operations as prefectural archives in 1970 (elsewhere: est 1982). Although the prefectural archives were not established until 1982, the Songhuajiang area is well known for its rich collections of historical, especially the Qing, archives. Five county archives are mentioned in Ye and Esherick: Bayan, Binxian, Shangcheng, Wucheng and Yanshou. The other county archives in Songhuajiang prefecture are Fangzheng, Mulan, Shangzhi, Tonghe, for which separate entries appear here. The prefectural gazetteer mentions written introductions to all the county archives, but we have not seen them. The detailed contents of those county archives are not clear. As to the prefectural archives, its own collection started only from 1965, and most of its 15,555 juan (1990) of archives are from the CCP district committee, the government and their subordinate offices. It also holds 1,229 juan of photo archives and 6728 juan / ce of printed materials. Holdings kept in the prefectural and county archives in 1990 total 177,989 juan of documentary archives including:

Historical archives: 100,307 juan, including 1,492 juan of revolutionary history archives. The earliest one, dating from 1810, is kept in the Shuangcheng city archives where 7,510 juan of historical archives are kept (1810-1938), including 50,459 juan (?) of Qing archives and 2,034 juan of archives in Manchu language.

Contemporary archives: 177,989 juan of documentary archives and 19,313 juan of special archives; 120 tapes and videos; 7,269 photos.

Printed materials: 45,995 ce, including Dongbei daily, Songjiang daily and other valuable historical materials.

SUIHUA PREFECTURAL ARCHIVES 綏 化 地 區 檔 案 館

Est. 1956 as archives offices of the CCP Suihua Prefectural committee, after several reorganizations, became prefectural archives bureau in 1973 and combined with the Prefectural Archives in 1981. 1990: 285,492 juan kept in the prefectural and 12 county archives, including 1,831 juan of revolutionary history archives and 5,233 juan of old regime archives; 278,428 juan of contemporary archives and 133,484 ce of printed materials. There were also 440,215 juan of documentary archives, 135,573 juan of technical archives, 757,265 juan of archives from xiang, zhen, and brigades, 399,414 juan of archives from companies, schools, factories and enterprises and 1,449,772 juan of special archives on taxes, soil surveys, census, lawsuits and other matters kept in various archives offices in Suihua prefecture. In 1969, 13,464 juan of archives were considered as unimportant and destroyed. When archives were moved for safe storage after the 1969 border incidents with the Soviet Union, many archives were damaged by moisture or lost. In 1971, Wangkui county archives selected only 164 items from 10,688 items of republican archives accepted from Liaoning archives and destroyed the rest. Open.

TONGHE COUNTY ARCHIVES 通 河 縣 檔 案 館

Est. 1958, ceased functions during CR, restored in 1980. 1985: 20,045 juan in 11 quanzong. 1990: 8,652 juan of historical archives; 80 juan of revolutionary history archives; 13,608 juan of PRC archives; 724 juan of photo archives and 1,897 juan / ce of printed materials. ZHAODONG CITY ARCHIVES 肇 東 市 檔 案 館

Est. 1958. Holdings: 24,366 juan in 12 quanzong and 8,542 ce of printed materials. Catalogues. Open.

1. Republican archives: 939 juan from the Zhaodong county government on education, industry and municipal government. Catalogued. Open.

2. Revolutionary history archives: 79 juan from 1945-49 on anti-traitor work, land reform, party-building and conscription.

3. Post-1949 archives: 22,235 juan of documentary archives from the Party, government and mass organizations.

4. Special archives: 1,070 (or 1,110) juan of place name, financial, census, statistical and art archives.

5. Technical archives: 17 (or 45) juan on new village plans.

6. Audio- and videotape archives: 20 items on meetings and disasters.

The archives have also reported 25,176 juan of technical archives in 1988, but this apparently includes archival offices in addition to the municipal archives itself. The archives have collected 356 ce of catalogues from 71 local offices, 21 xiang and zhen offices, and four factories, establishing a center for catalogues of archives offices in the municipality.

HUANGFANQU STATE FARM ARCHIVES 黃 泛 區 農 場 檔 案 館

Est. 1965 to house the records of farms in the Yellow River flood plain. Stopped during CR with the loss of many valuable records. 1985: over 4,000 juan/ce of archives and printed materials.

JIAOZUO CITY ARCHIVES 焦 作 縣 檔 案 館

Est. 1958. Many archives were lost or burned during CR. 1986: 25,164 juan in 68 quanzong; 8,663 ce of printed materials. The gazetteer lists the units covered by each of these quanzong, and the size of each record group. This complete list (extremely unusual in gazetteer sources) probably gives a good idea of the types of contemporary archives categories one is likely to find in a county archive, through the substantial mining activity in this county does give it a particular slant. There are 433 juan from the office handling sent-down educated youth. Notably, Public Security is not one of the bureaus whose archives are included. One quanzong includes 146 juan of revolutionary history archives from the Jin-Ji-Lu-Yu Border Region government, North China people’s government, Pingyuan province people’s government, Taihang administration, the CCP Jiaozuo city committee, county committee and government; 24,163 juan in 67 quanzong of contemporary archives from Jiaozuo mining district committee, coal mine committee and government, city committee and government, mass associations and disbanded units, including documentary, technical and tapes archives. The archives also hold 204 ce of revolutionary historical materials and 8,130 ce of contemporary materials. Est. 1958. In 1975, Suiping county and the county archives was hit by a major flood. The entire collection of 7,500 juan of archives (including 479 juan of republican archives) and 2,200 ce of printed materials were all underwater. Eight months of hard labor rescued all of the important archives. From 1979 to 1985, the archives has organized its total collection of 85,134 juan into 15 categories: industry, agriculture, irrigation, weather, administrative districts, place names, education, commerce, cultural relics, (criminal) cases, medical records, news and broadcasting, accounts, science and cadres. XINXIANG CITY ARCHIVES 新 鄉 檔 案 館

Est. 1959. Over 350 juan of archives were lost during CR; operations resumed in 1979. 1985: 30,932 juan in 72 quanzong. A table lists the name and number of juan in each of the record groups.

Republican archives: 6,021 juan in 7 quanzong from 1929-49. These were transferred from the provincial public security department in 1982. The gazetteer also mentions over 30,000 juan of archives, 3,000 documents, 7,000 name lists and 2,000 books of tables taken over from the old regime in 1949. These were organized and turned over to the city party committee in 1957, 1959 and 1960. The 1959 batch included 589 juan and one bundle deemed worth preserving, and 59 bags and one bundle of materials deemed without value. It is not clear if the 6.021 juan of republican archives are the remnants of these records.

Revolutionary history archives: 29 juan in 1 quanzong from the city work committee from 1942-49.

PRC archives: 24,882 juan in 64 quanzong; 6,060 juan in 6 quanzong from the CCP party organization, 1,415 juan in 3 quanzong from mass associations, 16,051 juan in 42 quanzong from government departments, 291 juan from democratic parties, and 1,065 juan in 9 quanzong from disbanded units.

The old regime archives are from the KMT fifth Suijing district, ninth prefectural commissioner, police, and their subordinate departments, including personnel records, meeting minutes, regulations, correspondence, land tax records, and materials on suppression of the CCP base areas. The contents include certificates, party membership lists, documents, orders, meeting minutes, reports, plans and judgments, related to politics, economy, military affairs, and culture.

Revolutionary history archives: 163 juan totaling 781 items. From the East China Field Army, Zhongyuan people’s government, the headquarters of Yu-Shaan-E military district, fifth prefecture party committee and administration of Western Henan. The archives include materials on bandit suppression, rent and interests reduction, land reform, front-line support, party rectification, military affairs, public security, taxes, finance, and administration.

PRC archives: 104 quanzong, including 41,102 juan of documentary archives, 1,067 juan of technical archives and 2,464 photos. They are mainly from the government departments, mass associations and enterprises.

Printed materials: divided into historical, revolutionary history and contemporary materials. The historical materials contain Xuzhouzhi dating from Ming, Qing and republican periods; maps, newspapers, photos and certificates from KMT fifth prefecture administration; and materials on BAT cigarette company. The revolutionary history materials include memoirs, letters, Xuchang Xinhua Daily, etc..

Est. 1960, ceased functioning during CR, restored in 1971. Holdings: 666 juan of republican archives (1935-47); 256 juan of revolutionary history archives (1948-49) on building the new regime, rent and interest reduction, bandit suppression and front-line support; 14,293 juan in 66 quanzong of contemporary documentary archives; 3,364 juan of census, house property surveys, and personnel archives. DONGKOU COUNTY ARCHIVES 洞 口 縣 檔 案 館

Est. 1958; part of the collection was lost or burned during CR. 1986: 20,672 juan in 102 quanzong; 6,857 ce of printed materials. Most archives are collected from the county CCP committee, government and their subordinate offices. The earliest date of the collection is 1952. Some land certificates were burned due to "war preparation" in 1965. Local gazetteers, documents on local disasters, folk customs and odd events (strange matters) are included in the printed materials. Open.

FANG COUNTY ARCHIVES 房 縣 檔 案 館

Est. 1959, stopped work during CR, resumed operations in 1974. 1985: 21,168 juan in 92 quanzong, including 17,300 juan of archives, 1,738 ce of newspapers, 666 ce of periodicals, and 5,621 ce of books. Gazetteers. Roughly 90% of the republican archives were lost in 1948, 10,000 juan in all. There were 112,039 juan of archives in various archives offices countywide in 1985. Catalogues. Open.

GUANGJI COUNTY ARCHIVES 廣 濟 縣 檔 案 館

Est. 1958; disbanded during CR; resumed operations in 1970. 1987: 30,302 juan of archives, including 303 juan of republican archives from the Wuxue (武 穴 ) local court turned over by the public security bureau in 1982; 20,130 ce of printed materials. All the republican archives were burned except the court archives noted above and they are incomplete. The PRC archives are documentary archives, special archives, personnel archives, census, photos and manuscripts. Qing local gazetteers, genealogies, and newspapers are also included. Photocopying. CCP history: since 1951, several surveys on CCP history were conducted here. First, by CCP Central Committee in 1951, then by the History Department of Wuhan University in 1959, later in 1983 and 1985 by the county committee. Several manuscripts were published internally (neibu) on events, important people, and folk songs.

HANYANG COUNTY ARCHIVES 漢 陽 縣 檔 案 館

Est. 1959. 1987: 20,428 juan in 56 quanzong of archives and about 10,000 ce of printed materials. Republican archives (3,760 juan; 3,537 according to the gazetteer) include records of the Hanyang KMT and Youth Corps, and the Japanese occupation; post-1949 archives (16,494 juan) cover the governance and life of Hanyang county. These include 4,094 juan of documentary archives; 5,589 juan of civil lawsuits; 2,378 juan of criminal cases; a few volumes of technical, financial and census archives; and some photos. As many as 100,000 juan of archives were to be moved to the county archives when the new building was finished in 1989.

JIAYU COUNTY ARCHIVES 嘉 魚 縣 檔 案 館

Est. 1959. 1987: 26,500 juan in (1985) 73 quanzong, including 9,133 juan of permanent archives and 9,985 juan of long-term archives, representing over 95% of the total holdings; 3,905 ce of printed materials. To edit local gazetteers, the archives have collected 281 juan of historical materials. Only 855 juan of republican archives were left after losses with the Japanese invasion in 1938, destruction ordered by the last KMT magistrate in 1949, and a fire in 1951. Stilequest, for a fee. JINGMEN CITY ARCHIVES 荊 門 市檔 案 館

Est. 1959, ceased work during CR, resumed in 1980. 1985: 20,342 juan of archives and 6,965 ce of printed materials. Hu Yinfang (1987): 16,594 juan of archives and 6,840 ce of printed materials.

Documentary archives: 18,438 juan in 91 quanzong. The holdings include 78 juan of republican archives seized and organized by the public security bureau in 1950. Records derive from the KMT county committee, government, Youth Corps, court, schools and military academies (1938-49). There are also 3 juan of revolutionary history archives from the fourth district of Jianghan administration, relating to the logistics system for the party, government and military force, grain purchase, the issuing and circulating of liangpiao, agricultural taxes, financial work, and political movements; 18,357 juan of PRC archives on politics, economy, civil affairs, justice, military affairs, industry, transportation, agriculture, forestry, irrigation, electricity, technology, education and culture.

Old regime archives: 93 juan from KMT government and party organizations

Revolutionary history archives: 3 juan, which are from the No. 4 office of Jianghan administration of the People's Liberation Army (江 漢 行 政 公 署 第 四 專 署 ) in 1948.

Technical archives: 11 juan, mostly administration divisions, maps and blue prints.

LICHUAN CITY ARCHIVES 利 川 市 檔 案 館

Est. 1958 as county archives, received only 100 juan of archives during 1967-74. In 1981, 287 juan of republican archives were transferred from the prefectural archives and they were re-organized into 699 juan. 1986: 25,691 juan in 53 quanzong, including old regime archives, documentary, technical, special and photo archives. TIANMEN COUNTY ARCHIVES 天 門 縣 檔 案 館

Est. 1959. 1985: 14,382 juan in 75 quanzong. The collection includes 1,190 juan of old regime archives, 16 ce of revolutionary history archives, 13,176 juan of PRC archives (7,059 juan of permanent and 4,549 juan of long-term), and 4,737 ce of printed materials. The republican archives were taken over by the new government in 1949 and under the control of the public security bureau. In 1982, they were turned over to the archives. The PRC archives are from the county committee, government and their subordinate offices. In 1984, 454 juan of archives from party and government for 1949-1955 were repaired. Open.

TONGSHAN COUNTY ARCHIVES 通 山 縣 檔 案 館

Est. 1959, stopped work during CR, resumed operations in 1978. Holdings: 18,110 juan in 73 quanzong; 2,106 ce of printed materials. The collection includes 92 juan of revolutionary history archives, 5 gazetteers (29 ce), and photos. In 1949, the retreating KMT government burned all its records; but the new government ordered all population registers and other records throughout the county to be preserved and handed over. WUCHANG COUNTY ARCHIVES 武 昌 縣 檔 案 館

Est. 1959. Holdings: 21,600 juan/ce. The collection includes 13,483 juan of contemporary documentary archives, 1,942 juan of personnel, 63 juan of technical, and 1,285 juan of historical archives; plus 4,824 ce of printed materials. In 1981, 615 juan of republican archives were transferred from the Wuhan City Archives. The archives also include Jiangxia xianzhi (from Kangxi, Qianlong and Tongzhi period). Open.

Est. 1959. 1987: 41,940 juan in 175 quanzong; 12,531 ce of printed materials (1985: 16,516 ce).

Republican archives (1913-49): 2,658 (2,648) juan in 12 quanzong. The contents include the KMT party affairs, government documents, military affairs, educational and lawsuit records.

Revolutionary history archives (1944-1949): 10 juan in 1 quanzong. Mostly from the CCP Tongbai district, third district, South Han work committee, and offices on production and front-line support, appointments, organization, and the defense of Hanyang.

Contemporary archives from 1949 to 1986: 39,282 juan in 181 quanzong. These include 35,642 juan of documentary archives from Xiangyang committee, government, and their subordinate offices on politics, economy, science, education, finance, taxes, trade, meeting minutes, etc.; also 182 juan of technical archives, photos and tapes.

YICHANG COUNTY ARCHIVES 宜 昌 縣 檔 案 館

Est. 1959. 1985: 21,559 juan of archives and 4,350 ce of printed materials (1987: 29,744 juan/ce). The 367 juan of historical archives include 120 juan of Qing archives: Qing gazetteers and religious books used by the local people; 222 juan (gazetteer: 141 juan) of republican archives from the KMT county government, party committee, assembly, military, and local court; 30 juan/ce of genealogy (pudie) archives. Most republican archives are kept in the Yichang prefectural archives. Revolutionary history archives show the wartime Anti-Japanese Drama Troupe's activities in the Yichang area (including photos). PRC archives (23,999 juan) are the main body of the collection, organized into records of agriculture, industry and transportation, finance and trade, propaganda, education and public health, and mass organizations. ANHUA COUNTY ARCHIVES 安 化 縣 檔 案 館

Est. 1959, under military control during 1966-69, resumed operations in 1977, one of the largest county archives in Hunan. 1985: 24,970 juan of archives and printed materials, including 11 juan of revolutionary archives and 3,591 juan in 19 quanzong of republican archives; 2,933 ce of printed materials. The revolutionary archives contain bulletins, posters, letters and orders from the county peasants’ association from 1927; also materials from the county work committee. The republican archives come from the KMT county committee, Youth Corps, government and their subordinate departments. The printed materials include local party histories and chronologies of the peasant and workers’ movement from 1925-1948; also historical photos from the first united front of the CCP and the KMT, decrees from Southern Ming regimes, and a transit pass from the early Qing time. BAOJING COUNTY ARCHIVES 保 靖 縣 檔 案 館

Est. 1959. 1986: 22,652 juan; 11,130 ce of printed materials.

Many archives were destroyed as part of efforts for war preparation. The historical archives are what remain of 15,000 juan that survived to the PRC era. They were first organized in 1955 to serve suppression of counter-revolutionaries, and in 1968 to purify class ranks. Then in 1973, the public security bureau turned all historical archives over to the county archives, and they were organized and catalogued after 1978. Catalogues. Open.

1. Qing archives (1796-1911): 33 juan of memorials, tax records, and 128 pieces of documents on the Taiping and Nian rebellions, and 20 volumes of Baojing county gazetteers from the Yongzheng and Tongzhi eras.

2. Republican archives (1911-1949): The gazetteer reports the total number of Qing and republican historical archives as 9,522, though earlier sources refer to 12,000 juan of republican archives. From the provincial and county governments, KMT organizations and local mass organizations. 3. Revolutionary history archives: 31 juan. Documents of the Hunan peasant movement and the CCP's activities after the Horse Day Incident.

HENGDONG COUNTY ARCHIVES 衡 東 縣 檔 案 館

Est. 1966 in transfer from Hengshan 1989: 41,525 juan in 140 quanzong, including 819 juan of historical archives, 29,221 juan of contemporary documentary archives, 128 juan of technical archives; plus 46,021 ce of printed materials. In 1949, 14,931 juan/ce of Hengshan county republican archives in 39 quanzong were seized as the KMT sought to take them away. They included all the land records, some KMT, Youth Corps and court records, documents on local militia and registers of weapons. It is unclear whether these records still survive in the Hengshan county archives, if they are still kept by the public security bureau, or if they were destroyed during the CR when 4,000 kilograms of Hengdong archives were disposed of in a campaign to simplify administration, now admitted to have been conducted in an inappropriate manner. From 1984, the archives began aggressively collecting historical archives from the public and by 1989 had collected Ming-Qing gazetteers, imperial decrees, local newspapers from the republican period and other materials. HUAIHUA CITY ARCHIVES 懷 化 市 檔 案 館

Est. 1960, stopped working during CR, resumed operations in 1974. 1990: 30,719 juan of archives and materials in 287 quanzong, including 10,156 ce of printed materials. The archives suffered a great loss when many archives were destroyed as a part of war preparation in 1971

1. Archives after 1949 (1949-1983): 16,517 juan, occupying most of the collection. These include archives from the CCP District Committee and its subordinate departments. Notable among these are the Correspondence Office (Xinfang ban) and several temporary offices--Cadre Investigation Office (Shengan ban), Intellectual Youth Office (Zhiqing ban), Office for Elimination of Counterrevolutionaries (Sufan ban), and offices for the Three-Anti and Five-Anti campaigns. Archives from the district government and subordinate offices during the Cultural Revolution are included.

2. Republican archives: 379 juan, mostly published materials, plus a few items from local KMT archives. The gazetteer counts 112 juan of republican archives, but also notes that in 1988, 168 juan in 3 quanzong of republican archives were opened to the public.

3. Printed Materials: Qing era local gazetteers and newspapers from after 1949.

The archives have edited A Brief History of Natural Disasters in Huaihua during The Last Thousand Years and The Evolution of Administrative Divisions in Huaihua.

Est. 1958. In 1972, the archives were reduced from 4,203 juan to 1,105 juan as part of efforts for war preparation. 1988: 19,622 juan in 127 quanzong; 18,194 ce of printed materials. The collections include republican archives from the KMT county committee, government, security forces, police office; local gazetteers and genealogies such as Huitong xianzhi, Jingzhou zhili zhouzhi, and Xiangxi xiangtu diaocha huibian; also Huitong minbao, Huitong tongsu xunkan, Xinan daily and other local newspapers. The contemporary archives are mainly from county party and government administration and offices in the qu, xiang, and towns; technical archives and special archives (land and property registers, census records, place name surveys, agricultural tax and personnel records). JIANGHUA YAO AUTONOMOUS COUNTY ARCHIVES 江 華 瑤 族 自 治 縣 檔 案 館

Est. 1958, stopped working during CR, restored in 1969. Holdings: 11,027 juan in 226 quanzong (1908-1989), including 316 juan of special archives, 32 ce of tapes and videos, 3,936 ce of printed materials, 45 juan of family genealogies; also including republican history materials. In 1949, all the republican archives were taken over by the new government. Though many suffered damage from inadequate storage facilities in the early 1950s, the remainder were organized into 850 juan in 1957, at which time they represented 84% of the total collection. LEIYANG CITY ARCHIVES 耒 陽 市 檔 案 館

Est. 1959, closed during CR. During the CR, the "rebel" faction took control of the archives and holdings were reduced from 9,037 juan (1964) to 5,640 (1971) by theft or destruction. In 1972, a further leftist "simplification" of archives reduced holdings to 3,184 juan. In addition many valuable revolutionary history materials held in the Jiang lineage hall were burned during the CR. 1990: 33,618 juan in 156 quanzong; 5,286 ce of printed materials. From 1982-86, the archives collected the Leiyang xianzhi (1885), Leiyang xian xiangtu zhi, genealogies, 203 juan of revolutionary history archives including 2,238 items of materials and 31 mall the archives were moved to the Xinhua County Archives. The city was reestablished in 1969, and from 1975, the city archives began to collect archives stored in various places. The archives has genealogies, photo archives of the old streets and the city. LONGHUI COUNTY ARCHIVES 隆 回 縣檔 案 館

Est. 1958. 1987: 21,153 juan in 200 quanzong; 3,192 ce of printed materials. There were also 45,200 juan of documentary archives, 1,510 juan of technical archives, 85,000 juan of account archives, 5,600 juan of specialized archives and 15,000 ce of printed materials kept in archives offices of various units countywide. The archives suffered serious damage during CR, and its holdings of 18,995 juan were reduced to 4,870 juan as part of war preparation and simplified administration efforts in 1971. Open.

LUXI COUNTY ARCHIVES 瀘 溪 縣 檔 案 館

Est. 1958. 1985: 12,303 juan/ce. There were also 12,300 juan of archives in grass-root archives offices countywide. Most Qing and republican archives were destroyed in a bandit attack in March 1949; the remnants were taken over by the new regime in November 1949. The gazetteer briefly describes a rather elaborate Ming storehouse and storage system for local archives. Open.

The PRC archives are from the county committee, government, their subordinate departments, mass associations and enterprises, including documentary, technical, account archives, culture revolution archives, archives of deceased cadres, census archives, and photos. The materials include Qing Xiangxiang xianzhi, and such local republican newspapers as Xiangxiang minbao, minyibao, Qingnian daily, Minfengbao, Taokan xunbao. Est. 1958. Archives were severely destroyed during CR. Not only were all the house and land registers from the land reform period were burned, but the total archives were reduced from 11,282 juan to 5,435 juan as a part of war preparations in 1971. 1989: 32,899 juan.

Qing archives: 24 juan, including deeds, genealogies, marriage records, disaster records, and biographies.

Republican archives: 89 juan, from the KMT county committee, government, military, police and schools. Also included are materials on the war against Japan.

Contemporary archives: 32,786 juan in 112 quanzong, including documentary archives from the county committee, government departments, and mass associations; specialized archives (census, place names, and industrial surveys); technical archives, tapes and videos and archives in kind.

Est. 1959. The total archives were reduced from over 8,000 juan to 3,010 juan during CR. 1985: 30,030,352 juan/ce (sic; 30,352?).

Historical archives: 806 juan (though elsewhere, 1,373 juan are to have been opened), from the KMT county committee, Youth Corps, government, assembly, land tax office, department of education, department of justice, peasants’ association, secret societies, schools and the Catholic church; also Xupu xianzhi, Chenzhou fuzhi, Xupu minbao, Minzhong bao, Longtan bao, Qingnian daily, Xupu xueyou and genealogies.

Revolutionary history archives: 21 juan, including materials on the peasant associations and suppression of local tyrants in 1927, and such progressive newspapers as Husheng bao, Wuyue, Xinchangcheng.

Contemporary archives: including documentary archives from government departments from before 1983, special archives (industrial and soil surveys, census), technical archives, photos and seals.

The Xupu County Archives have opened 1,373 juan [sic] of historical archives, represented 73 percent of the archives that qualify for opening (ying kaifang) and 10 percent of the archives over 30 years old, and over 10,000 ce of printed materials. Catalogues.

Est. 1959. 1990: 27,599 juan of archives and 10,356 ce of printed materials. The archives include documentary, technical and special archives. Mostly republican archives were burned in various wars. Surviving records include 134 ce of account books from the financial department and 1,271 items of archives from the puppet government. The Inner Mongolia Provincial Archives holds 108 boxes of annual appointment documents (niance 年 冊 ) of the banner prince’s administration from 1739 to the late Qing. Catalogues. Open.

OTOG (ETUOKE ) BANNER ARCHIVES 鄂 托 克 旗 檔 案 館 館

Est. 1957. 1989: 33,740 juan/ce of archives and printed materials (1,259 juan in Mongolian language). The holdings include 13,699 juan of documentary, 8,355 juan of technical, 795 juan of special, and 65 juan of personnel archives; plus 10,846 ce of printed materials. Most historical archives are kept in the I Ju League (伊 克 昭 盟 ) archives, and the puppet government archives in the Banner Public Security Bureau. The banner archives include 5 juan of CCP membership lists and meeting minutes from 1947-49. In 1959, 119 items of historical archives were collected, of which, 69 items were documents from the salt bureau from 1949 and 50 items were old regime archives (mostly in Mongolian). In 1946 most of the old Mongol prince and local government archives were taken to a nearby temple for safekeeping, but they were destroyed in the 1950s when the temple was occupied and dismantled by local collectives. In 1965, 3,325 juan of unnecessary archives with a total of 12,885 items were eliminated. Est. 1959, disbanded during CR, resumed operations in 1979. 1985: 24,625 juan in 76 quanzong of documentary archives from the city party committee, government and their subordinate offices, associations and enterprises (1949-80); 17,554 juan of special archives, mostly on industry and commerce; 64 juan of photo negatives for news and 240 other negatives; 13 juan of archives on local products; 183 boxes of microfilms. Holdings also include 2,682 juan of republican archives in 21 quanzong (of which 2,079 juan were received from public security in the 1980s) and 104 juan of revolutionary history archives; 9 editions of Changzou gazetteers (56 ce); plus 13,000 ce of printed materials. DONGTAI CITY ARCHIVES 東 臺 市 檔 案 館

Est. 1959. 1987: 44,186 juan of PRC archives, 1,281 juan of historical archives, and audio-visual archives in a total of 146 quanzong; 24,210 ce of printed materials in 698 titles. After the CCP take-over in 1948, the Public Security Bureau organized 1,164 juan of KMT government archives. Then in 1957, it took 585 juan of KMT party archives and CCP revolutionary base documents from the Anti-Japanese War and turned them over to the Jiangsu provincial government. The PRC archives are mainly from the county government and its subordinate offices. There are also special archives. Open.

FENG COUNTY ARCHIVES 豐 縣 檔 案 館

Est. 1959, disrupted by CR, resumed operations in 1978. 1989: 28,899 juan of archives (DAGZQS: 29,423) in (1985) 75 quanzong (1569-1980), including documentary, technical, account, statistical, personnel, census, industrial survey, and audio-visual archives. In 1938, the Guomindang government sent land survey registers away for safekeeping, but it is unclear if any have survived. Catalogues. Open. The 1985 holdings were described as follows:.

Gazetteers and genealogies: Feng zianzhi (1569 and Qing), and a genealogy of Liu Bang, the first emperor of Han dynasty (Dazang chaochen yuantian jializhuan).

Republican archives (1912-48): 302 juan, including documentary and lawsuits archives from the KMT county organs on party affairs, administration, military affairs, economy, education, religion and public associations. Important materials contain 50 juan of diaries by Huang Tirui, head of the KMT party in Feng county, dated from June1932 to March 1948, Outline of Wartime Feng County (1944), Wartime Education in Feng County (1943) and Fengbao.

Revolutionary history archives: 25 juan (1928-48), including documents from revolutionary organizations. Important materials include manuscripts of diaries, a list of martyrs, and reports and photos about the founders of party organizations in Feng county.

PRC archives: 12,985 juan (1949-80), from the county committee, government and their subordinate offices, enterprises and some xiang and zhen.

Est. 1960, disrupted by CR with a severe loss of archives. Over 1,800 juan of archives were saved in 1971. 1987: 31,473 juan in 112 quanzong 淮 陰 縣 檔 案 館

Before established as the county archives in 1964 (when Huaiyin county and city were separated), archives were kept in Huaiyin city archives from 1958 to 1964. 1987: 38,544 juan of archives and printed materials. Holdings include 63 juan in 6 quanzong of historical archives; 35 juan in 4 quanzong of revolutionary history archives; 9,437 juan in 51 quanzong of documentary archives; and 18,559 juan of special archives. There are no statistical figures on archives from the period 1964-79.

JIANGYIN COUNTY ARCHIVES 江 陰 縣 檔 案 館

Est. 1959. 1987: 28,457 juan in 91 quanzong, including 7 quanzong of historical archives; 5,247 ce of printed materials. The earliest documents, dated from 1912, include reports from the county procuratorate and court on financial allocations, government income and expenditures, and reports on the pardon of 25 prisoners. There are only 55 juan of archives from before the war against Japan in 1937. In 1949, 4,053 juan of republican archives from the KMT county committee, government, police, security force and various associations were taken over and kept in the Public Security Bureau.
